Asgat Safarov tendered his resignation following the brutal death of a detainee at a jail in the capital Kazan.
A subsequent check has revealed numerous violations at local police stations. Kazan residents, outraged by the incident, staged a protest against police brutality, demanding that the police chief quit his post.
Safarov, who has been in charge of the ministry for 14 years, submitted his resignation over a week ago. It is rumored he will be replaced by an official from Moscow.
Moscow officials blamed the police brutality on quarterly targets set by Tatarstan’s Interior Ministry. They say that given the prevailing culture of heavy-handed discipline and inflating stats, the situation may soon be repeated.
