Taiwan's defense ministry says a private shipbuilder may have been "excessively confident" when proposing to build submarines at its yard.
Taiwan International Shipbuilding Corp. has proposed building several submarines for the military with technology from foreign builders.
Defense Minister Kao Hua-chu questioned the company's credentials late Wednesday in a meeting with lawmakers. He indicated that he had doubts about the company's ability to construct a craft that was able to resurface.
Other officials have hinted that the company is unable to furnish the necessary sonar and electronic combat systems.
Taiwan is seeking to replace its aging subs and is considering building them on its own because other countries have been unwilling to provide them.
